At the seventh layer, traffic carries meaning beyond its raw form: the service it belongs to, the route it takes, and the manner in which it is behaving are all observable. This service uses that vantage point to identify the early indications of failure — rising latency, an emerging pattern of errors, the beginning of a fault in one part of an integration — which typically precede any effect noticeable to users.

The result is early detection, and with it a category of incident that is resolved on approach and therefore never becomes an outage at all. Such cases are, by their nature, invisible: their significance is precisely that nothing was experienced downstream.

Monitoring is a preventive measure and operates most effectively in conjunction with the capacity to act, since observation without intervention resolves nothing. Its reach is defined by its vantage point: what passes through and around the routing layer is extensive but does not encompass everything occurring within every application, and that boundary is stated plainly rather than obscured.
